Slavitt said the rocky start of the distribution effort created a backlog of doses that have been sitting in states. He said that issue was also exacerbated by “We completely understand that this has been a direct result of the lack of predictability many states and providers have had regarding how many doses that they would receive,” Slavitt said during a briefing on the pandemic response. He noted that the administration has committed to notifying states of allocations in a three-week window to allow for better planning.
