WASHINGTON—Beto O’Rourke has tapped a top adviser to President Obama’s 2008 campaign to oversee his delegate operation, an area in which tactical expertise can be crucial to winning the party’s nomination.

Mr. O’Rourke’s campaign said Thursday that Jeff Berman would serve as the campaign’s senior adviser for delegate strategy and has been helping the team since April.
