As a rider for the last 45 years I would say they fail big time, I have witnessed with my own eyes. The people running Bart in the 70s 80s we're a thousand times better.
Anyone who rides BART knows it's a defunct system of overpaid people with zero accountability. Compare it to any other system in the world and it truly feels like 3rd world standards and service.

They can deny it all they want it's true. I ride Bart 5 day's a week and it's scary, dirty and smelly, Station agents are rude and don't do a dam thing. Then we can talk about being on time and canceling trains. It's an expensive mess.
