I’m not familiar with NYPD policy. Most agencies, at least the one I retired from, allowed what is known as a carotid restraint hold. A bar choke hold has always been banned. I’ve used the carotid hold safely numerous times. It was the only thing possible against those on pcp.
Really simple don’t commit a criminal act no matter how petty and if you do and get busted follow Police commands. There are 800,000 Police Officers in this country. Can’t gather that many humans and not have some bad ones. 99% do the right thing if you do!
