The pivot toward lowering consumers’ costs takes aim at President Trump, who has focused much of his health-care platform on actions he says he’s taken to lower health care costs. Sen. Amy Klobuchar of Minnesota said her public option plan would lower costs while preserving choice -- again focusing on lowering what people now pay for their coverage.
Mr. Biden pointed out that Ms. Warren and Mr. Sanders did not answer the question about taxes going up. "This is about candor, honesty, big ideas," Mr. Biden said, his voice rising.
