Analysis: Democrats engage in 'Mediscare' spin on the Trump budget

Now let’s fast-forward to the Trump budget proposal, unveiled Monday. Democrats have claimed he wants to cut $800 billion to $850 billion. Again, that’s a figure based on the difference over 10 years between the baseline estimate for anticipated spending and the Trump budget. To be precise, the difference is $845 billion.

Depending on how you do the math, that brings the “cuts” down to $515 billion to $575 billion between 2020 and 2029 — figures that include the proposed reductions in the two programs being reclassified. “That’s an expansion of an Obama proposal,” he said, pointing to a $131 billion item to charge the same rate for office visits whether a doctor works at a hospital or elsewhere.

When Obama was under attack in 2012 by Romney for his efforts to rein in Medicare spending, he declared in his weekly radio address: “I’ve proposed reforms that will save Medicare money by getting rid of wasteful spending in the health-care system and reining in insurance companies — reforms that won’t touch your guaranteed Medicare benefits.”

His office also said the circumstances are different now, as Trump would not be using savings from providers to expand health care.
