I suggest he write to his representatives in Washington and tell them to put the wall in the budget. Since, in the past, they basically agreed with the idea of a wall, it shouldn't be hard for them to oblige.

Maintenance can only be deferred for minor issues, but anything that is a safety issue, like a burnt out light bulb, can't be. The aircraft has to be grounded.
