Fun fact: any person can detain someone they suspect of having committed a crime, and hold such person until law enforcement arrives. This obviously exposes a person to risk and it’s not always recommended. But it is, in fact, perfectly legal.
They are good samaritans for patrolling the border, it’s a dangerous job. :)
