Sauron gave each of the Seven to seven Dwarf kings and lords, but Tolkien's books never specifically named those who received them.
The frozen surroundings of the tower in the Rings of Power season 2 trailer may indicate that this isn't Barad-dûr but instead Morgoth's fortress from the First Age.
