Last week Harrisburg city council rejected a bid, raising questions about what companies submitted proposals.

Emergency calls came in around 1 a.m. July 9, 2023 as first responders responded to a fire on the brick building portion of the Broad Street Market. Jimmie Brown | jbrown@pennlive.com | July 10, 2023, the council voted 5-2 against hiring Alexander Building Construction for the construction manager role, a decision Harrisburg Mayor Wanda Williams said she opposed.

The position entails overseeing the project and assisting with the selection of architects, engineers and contractors. According to their tabulations, Alexander Construction scored highest with 252 points, followed by JEM with 230 and Alexander Perry and Steel Works, each with 185. The highest total score possible is 300.

Reihart was the only one of the three to not award Alexander Construction the highest score. She gave JEM her best score at 78 versus 70 for Alexander Construction. “No one would ever be able to beat their expertise in a lot of these areas, so we’ll probably be seeing them every time,” Jones said. “I just think it seems like an uneven playing field, and that’s just my concern.”
