The city closed two bridges, 2.5 miles apart, in the early hours of Saturday over concerns of potential damage from the more than two dozen vessels, 23 of which were carrying loads of coal and at least one of which was carrying fertilizer. The West End Bridge was closed for both directions of traffic in addition to the McKees Rocks Bridge, both of which book-end the area of the river that contains Brunot Island. The island, a landmass in the middle of the river that contains the 315-megawatt Brunot Island Generating Station, a fossil fuel-powered power plant out of an abundance of caution. A bridge that carries rail and limited foot traffic to the island was also closed.

The barges were owned or operated by Campbell Transportation Co., the city's statement said. Jolley said Coast Guard officials were working with the owner on a salvage plan. Pennsylvania State Police and other agencies were also alerted. While not incidents on the same scale, the escaped barges' saga comes just a little over two weeks after a container ship lost power and collided with a support column for the Francis Scott Key Bridge in Baltimore, bringing the nearly 50-year-old structure careening into Baltimore harbor.
