A prison for young adults has been placed in special measures by the government after it was found that inmates were locked alone in their cells for up to 23 hours a day – a practice campaigners have described as de facto solitary confinement.
Good, about time prison is a deterrent and not a holiday camp. Might make them think twice before breaking the law again.

UK prisons aren't US Alcatraz type affairs. If you go to 'the digger' in the UK/Scotland it's for a day or so at most. Unless you're Bronson...freebronson Youth detention would clearly be far more soft than proper adult affairs: Screws,social,family etc.
A process which helps nobody, wastes money and is devoid of rehabilitation and ultimately restoration for society.
Sounds like a good plan.
