Hong Kong: What is behind the UK's citizenship offer?

Our obligation to the people of Hong Kong. If we had known China would break their word we would have offered this back in 1997. The Chinese have broken the Sino-British treaty and our government is responding in the most appropriate and peaceful manner- a brain drain.

I would say peoples safety is behind it, but of course these are people with actual dual nationality and not some scum bag terrorist or benefits chasing immigrant with no links to the UK who would of course be allowed in and given everything with no questions asked by the BBC
