Sky News's Dominic Waghorn has visited the Kherson region to report on the devastation wrought by the destruction of the Kakhovka dam.For seven decades a vast reservoir has dominated the landscape here, Europe’s second biggest.It has been robbed of most of its water, drained away after the Kakhovka dam was blown up, it’s believed by the Russians.Where there had just been water, vast sandbanks stretch into the distance. It looks like a desert.

Andriy voiced a concern you hear more and more here, and now the Ukrainian government has warned the Russians have mined part of the power plant and could blow it up next. Volodymyr Zelenskyy has pressed hard for Ukrainian membership of NATO but also said he recognises it would be impossible to join while the war is still raging.

The news of an explosion at the dam - sending huge amounts of water across swathes of southern Ukraine - was met with global outcry and accusations of a war crime. Mr Zelenskyy said the National Security and Defence Council had met and discussed the security of the Ukrainian people, judicial reforms and Ukraine's accession to the European Union.

After the bomb shelter incident, Kyiv mayor Vitali Klitschko said he bore some responsibility but that others were to blame, especially appointees of the president. Russia is likely to cancel this year's Moscow Air Show, which for decades has been a major venue for showing off new warplanes and negotiating aerospace contracts, a senior official has said.

Politicians maintain close interest in the conduct of the conflict, but usually leave the detailed planning and conduct to the military experts. The Russian missile and drone attacks against civilian populations are a great example of this political influence. Missile attacks against the Ukrainian capital Kyiv do not further the Russian military aims; indeed, the British experience of the Blitz during the Second World War was that it galvanised the nation's resistance and determination to prevail.

The ministry said that the list included security officials, civil servants, businesspeople and members of the European Parliament.
