If they must do these quarantines, here's an idea. If it's Thursday afternoon say ' by the end of Monday. ' Give everyone 2/3 sensible days and stop this time when everything's going to change. And don't fret about the exact time that last day. People might understand more.

Everyone racing to leave by 4am on Saturday (as was seen last week) will surely result in an increase in Covid as everyone rushes & queues at airports/ports etc. Changeover day is usually Saturday/Sunday; surely they could wait until the end of one of those days which would help.
