A tad OTT to me. Long term I believe cyclist should need to pass a form road cycling test, have insurance, pay road tax and have to display an identifying Number plate. I rarely seen a cyclist that actual follows the rules of the road (& yes that is equally true of cars).

They're bikes not motor vehicles, they don't require a license or tax so shouldn't require a number plate. we live in an age of cameras if someon is cycling dangerously take a picture of them or describe them to the authorities. There are a simple solutions if you use your brain.
All bikes should have them. Have seen many cyclists riding dangerously in traffic, what happens if they cause an accident? Nothing, because unless they stop there's no way to indentify them.
