, you would think him a man content and at ease with the world. As he walks around the exquisite and exclusive gardens of South Kensington’s Thurloe Square on a sunny spring afternoon, he stops to smell the flowers as songbirds flit by behind him.

Rory Stewart was once a Tory leadership hopeful – now he’s got ambitions for Starmer’s government in the final Budgets of the last parliament, which funded cuts to national insurance by making huge spending cuts in the first years of the next parliament to almost every government department except health and defence – about £19bn of additional austerity cuts.

This is certainly not an endorsement of the “almost unrecognisable” 2024 Conservative party, the state of which he describes as “depressing”. “If you look at the figures released today, what we’re actually doing in this country is levelling down,” he says, referencing the regional productivity statistics released by the Office for National Statistics this week. “We’ve closed the productivity gap between London and the rest of the country by tanking the London economy. Productivity in London is now down by minus 2.5 per cent.”

Some might argue this shows why politicians don’t try to tackle big, serious issues during election campaigns. Stewart differs.
