Questions for investigators if attacker was under surveillance

While the immediate and urgent focus of the emergency services after the stabbings in south London will be the victims, the police and MI5 will swiftly be reviewing what they knew about the perpetrator, amid speculation that he was under surveillance at the time.

You can only stop someone from doing something they are going to do, if you know or suspect they are about to do it. Surveillance is about gathering intelligence or evidence of offences. I doubt they let him roam free knowing he had a knife & fake bomb strapped to him. 💩💩💩

A better question to ask. If he was under armed surveillance after being released then why was he released as clearly still a threat to the public?
