You can only stop someone from doing something they are going to do, if you know or suspect they are about to do it. Surveillance is about gathering intelligence or evidence of offences. I doubt they let him roam free knowing he had a knife & fake bomb strapped to him. 💩💩💩
A better question to ask. If he was under armed surveillance after being released then why was he released as clearly still a threat to the public?

You would need 25 people to monitor 1 person in shifts every 24 hours. Then they have to be swapped out. Imagine the thousands of jihadists on the books and add up the numbers. It's impossible. They just have to pick the worst cases and hope for the best.
