Watchdogs have ordered police to conduct an internal investigation into the death of a dangerous Scots sex offender found in caravan after a six-month manhunt.
A mandatory referral was made to the Independent Office for Police Conduct by Avon and Somerset Constabulary due to prior police contact with 70-year-old Scatchard. IOPC regional director David Ford also confirmed that their investigation into this complaint was "progressing" by looking at the actions and decision-making of police officers involved, as well as examining if force policies and procedures were followed correctly.
Scatchard, who also used the name Richard Dunlop, was previously described as a "danger to women" and had previous convictions for sexual offences in 2000 and, shortly after Ms Faiers’ death, he was subject to a recall to prison for a breach of his probation conditions. "There should have been a court case. The whole thing wasn't fair on us and his past victims. He shouldn't have been allowed to die."
