Literally no one should get shot in a custody suite. Someone failed to do their job properly. Either the subject wasn't search properly and then handcuffs were removed or he overpowered an officer.
The softly softly approach demanded by SadiqKhan , Cressida Dick and blm made this inevitable. They have blood on their hands.
