Probably down to their lack of resources, by which I mean police officers.
Yet there is a vast increase in arrests for 'hateful comments' online. The Police are needed on the streets, not the internet. Comments can be harmful but not compared to physical and violent crime.

That's happening all over the country. The police don't even show up when we get burgled or shoplifters turn nasty. One person stole £900 worth of goods and the manager caught him. Police said they wouldn't come, but they would look at CCTV footage - they never did. The Police!
That's almost 1 crime per police officer we're nationally short of. What a coincidence.
