The Government will also look to streamline the Ofsted registration process for childcare providers and encourage the growth of childminder agencies.

“I’m hugely grateful to the thousands of dedicated early years professionals who provide daily care and education to our youngest children, which is why I am determined to support them by giving them greater flexibility in how they run their services. In France, where the ratio is 1:8 for two-year-olds, the average price for full-time childcare is £511 – 26 per cent of the average wage, according to figures published by the Organisation for Economic Co-operation and Development.

Referring to the French childcare ratio, he said: “That would be a step too far for a number of reasons, and what we are proposing and consulting on is actually a considerably smaller and minor change. The childcare sector is fiercely opposed to the ratio changes, as they believe it will put staff under pressure and savings are unlikely to be passed on to families owing to years of underfunding.

“These proposals won’t help. Cutting staffing ratios will just put more pressure on underpaid and undervalued childcare workers.”
