It's not an 'out-of-control' rocket. It's an expended upper stage that performed It's mission normally, and then was placed in a disposal orbit per industry best practices. Over time orbital perturbations were such that the stage will collide harmlessly with the moon.

Literally every upper stage of every rocket stage is abandoned. This isn't a SpaceX specific thing. Once the satellite/probe is on its way, the stage is left to drift. Nasa, ESA, Russia, China, all do this. Its left over junk from an environment monitoring launch.
