Brexit preparations took staff away from pandemic planning, Northern Ireland’s chief medical officer has said.

“I think there is absolutely no doubt that the absence of ministers did have a significant impact on our ability to develop new policy,” he said. “The resulting position was that we were having to make decisions which were not necessarily decisions that should be made but decisions that had to be made.”
