Stone of Destiny was *stolen from Scotland by the English in the 13thC, so imo England has zero proprietorial rights over it, any more than the British Museum has over the Elgin Marbles or other relics stolen by the BritishEmpire. Length of time thieves have it is irrelevant.

Just for some context, the UK is a polity that was originally united under a Scottish king. Apart from a monarch, all the English got from the union of 1604 was Scotland’s debt, which the Scots got because of failed colonial ventures.
