Problem is some of the idiots that run he system. I have seen many occasion the ‘X in place, yet there is no obstruction. Maybe there was one earlier. I think drivers see this so often they can now be sceptical that their is a blockage

I think the emphasis should be on smart motorists not smart motorways.
Smart motorways are not smart. It is entrapment with speed cameras, so we creep over the speed limit and receive a fine! Totally wasted money, these days motorists are seen as big cash cows.
They're not smart and not safe.... No hard shoulder.
So far since its introduction I’ve taken evasive action 3 times on the M62 “smart motorway” when the hard shoulder clearly stated it was open with a speed sign over head but had a vehicle with hazards on at standstill. Whilst I support smart motorways, they do need to be reviewed
It’s time motorists learnt to read the road signs etc instead of being glued to watching there Satnav and if it doesn’t say the Lane closed keep right or any other message their clueless. Drivers understand the system

What we want in the cities, is the raised roads, as in some of the larger cities around the world, it could be done in some of ours, Get the planners into the frame of mind to create space out of the areas above. Major flyovers could be beneficial.
