The countryside road was left looking like a 'landfill'

Maybe if councils stopped closing/reducing opening hours of recycling centres and also started allowing vans etc to come in and drop off their rubbish this wouldn't be happening. I hate fly tippers anybody caught fly tipping forget the fine element, seize the vehicles and give the culprits community service to clear the mess up.. UK councils are under funded already so things have to change.
