I struggle too with the notion that he was an efficient “take no prisoners” government whip with his laidback persona. I don't think there is any country in which the grades the schools give to their pupils are not compared and put on the same scale. In a school which has better pupils, it is more difficult to a A:s than in a school less good pupils, because all grades follow Gauss distribution.
