Accusations of bullying should be taken seriously, but Ms Patel has apologised for any hurt she may have caused and the political context to this row is a strong-willed minister with a popular agenda trying to make reforms in a sector that goes out of its way to stonewall change. The PM has got to ensure she has a fair shot at doing her job.
