Labour's pledge to reform levelling-up funds should be welcomed

Keir Starmer will set out plans to grow the economy, repair public services and turn around the country after years of Tory decline.No single measure will transform the lives of low-income Scots, but Labour will be judged on how it uses the levers of government in a meaningful way.
