Don’t charge students anything, but after graduation, charge them an extra, say, 9% tax on earnings over £25k, so they can contribute to their own education. If they don’t earn a high enough salary, they don’t get charged :-) Great headline catching plan BUT what about existing debt. What? Oh! Too difficult you say.
