But there are three obvious problems. One is that, however it is packaged, this reform is about saving money. The costs are surging and there will be pressure on all future governments to contain it.Taxpayers, particularly young people, are under pressure from higher housing costs and inflation more generally, and have a right to expect that their social security payments are not wasted.

And third, this government is not going to do any of this. The consultation period lasts 12 weeks, so we will be into August. It is conceivable that the general election could be in July, but even if it were to be in October or November, it would have been called before the results of this exercise can be analysed. It will, almost certainly, be one of the many things on Keir Starmer’s desk if he wins the election, and maybe not that near the top of the pile.

But there are some obvious ways in which the pandemic, or rather the shutdowns associated with it, seem to have disproportionately hit the young. What do you do? Well, that Oxford study reported that “having a positive school climate, good relationships at home and having a friend to turn to for support during lockdown were protective factors”.
