At least 18 people are confirmed dead with many more missing - eight people died in NYC, one died in Maryland, died in New Jersey and one person died in Pennsylvania. Among the dead is a two-year-old boy who got trapped in a basement apartment in Woodside, Queens. He was found with relatives - a 48-year-old woman and 50-year-old man - who had also drowned.
