Not sure it’s the job of GP’s to prevent patients accessing appropriate secondary care. If the plan is to have community access to investigations and treatment options currently only available in hospital then there will need to be massive investment in primary care.

For that you need good GPs...I don't remember lt was the case the few years I was living in UK. Very bad doctors.
