As the number of coronavirus deaths worldwide looked set to pass a million within days, Rio de Janeiro delayed its annual Carnival parade for the first time in a century because of Brazil’s continued vulnerability in the pandemic.

Rio cancelled Carnival-related events. Nobody has the power to cancel Carnival, except maybe the Pope. It's a season tied to Christmas and Easter. Can those be cancelled? No. Neither can Carnival. Rio can cancel whatever event they want. Carnival will still begin on January 6th.
It should have been cancelled far, far earlier. It was in February this year, so it probably was too late to cancel it, but next years preparations start on the day after the last year's carnival ends.
