i guess you could say if you cant take in the signage perhaps you need to go a bit slower to absorb it all. Or there could just be too many signs.

Not familiar with this area, but from the photo top of the article alone, my understating is that the lack of an 'only' plate underneath the blue bus/bike/taxi roundel means it's not a route that disallows cars.
Sign in light blue & white might not be easily readible from a distance of even a few meters. It'd b better to have Navy blue color print on a white background. How can u hav a light colour on a light background for signs? Itll reflect more light too hence won't b easily readable
The quote from a fellow Council employee talks about painting big Bus Lane sign on the road...that's not that clear from photo certainly if you didn't know the roads....

It genuinely could not be any clearer using current prescribed legislation. First it was not enough signs, now it’s too many and big white letters on the road. What worries me is I have to share the road space in this city on a daily basis with drivers who can’t read sign...😬

Oxford is the same. I used to deliver to some shops in town, and because it is basically buses only in that area, to get to delivery areas was horrendous, with NO real signage to direct you, just loads of bus only signs.
The term ‘gate’ is misleading. As you’re looking for a physical gate or barrier. That should be illegal

We have similar Taunton. By the time you realsie what it is it’s too late. No entry would suffice but nope they hide it behind other wording to catch you out.
A large sign saying 'No entry for cars' or just ' No cars' would do the job. But that would not be as financially rewarding for the civic purse.
