EU students to get free university tuition in Scotland until 2024 while English pay up to £9,250 a year

Until now, EU laws have meant the Scottish Government has had to extend its free tuition policy for Scots to students from the Continent at a cost of around £93 million a year.

Hmm not really, in England you practically pay it through a tax post degree, in Scotland everyone pays for it collectively through a tax, whether you go and do a degree or not. Both ways have their merits.

The total amount should be deducted from Scotland's Barnett Formula settlement and reimbursed to the English students.... to ensure a genuine level playing field in the UK.
