A lack of self-control is never a good trait at a time like this, drinking excessively and drug taking is not a sign of self-control, especially when it adversely affects other people.

Well, people do a lot of crazy stuff when they are drunk. Of course, when they are sober they will play the amnesia card. Oh, I don't remember anything, after being nuisance everywhere and making trouble harassing innocent people.
We should empty the prisons of all the shoplifters and TV licence + council tax dodgers and fill them up with these bellends. This sort of behaviour should carry a minimum six month sentence, that should keep them locked away until this is over.
