Ignoring fears about the Conservatives 'all your eggs in one basket' privatisation obsession, I guess this is good news, including the hope that it might address the history of 'to win big public contracts, it doesn't matter if you're rubbish, as long as you're big and rubbish'.

If they could get away from the ‘old boy network’ they’d find many small firms readily able to carry out work. Sadly most establishments in have the ‘We always do it this way or let’s not rock the boat attitude’.

Oh, what a subtle way to promote privatisation, unless of course these contracts are normal supply chain contracts that are not user/patient-facing, e.g. painting, gardening etc

Welcome to 21st Century Britain.

Lol like they award contracts based on how workers are treated. They award contracts based on how much money they'll save.

Chris Grayling presses for new powers against firms causing potholesInnovative surfacing materials and partially plastic roads also feature in DfT proposals This must surely result in even more potholes Based on past experiences, if Chris Grayling presses for something we should probably do the opposite. He’d end up giving a contract out to a company with no access to tarmac or associated tools.
