😡As London's new ULEZ comes into force, Mick Brown finds emotions running high on the nationwide frontline of low traffic schemes

Last January, Manchester City Council started trialling its Active Neighbourhood scheme in the city’s suburb of Levenshulme. As part of the plan to limit traffic and create safer spaces for pedestrians and cyclists, a modal filter, as they are called, was installed at the junction of Delamere Road and Gordon Avenue, a quiet residential neighbourhood of neat terraced houses.
