It's not 'the EU flag', it's the European flag First developed by the coe in the 1950s and later also adopted by the EU.
It is a generic European flag, adopted by the Council of Europe in 1955, which the EU - among others - uses. We are not leaving Europe. We are staying in the Council of Europe.
