Repeatedly in his statement, Johnson talked about what he was doing and planned to do as much as what he had done. On “levelling up”, there was precious little progress. He talked about being halfway to delivering his pledge for 20,000 more police, but failed to mention the 20,000 cops cut since 2010, or the rising prevalence of anti-social behaviour.

Free tickets for children to see shows in London’s West End in August were already on offer, while cheaper lunches for deprived families in Asda and Sainsbury’s felt like an outsourcing of responsibility from the state to the supermarkets. The aim was to show that “every little helps”, but the impact may be to confirm that there’s very little help in the shape of new cash.

Johnson won’t have to worry about making ends meet, but there was a key development today that may kill any hope he harboured of a soft landing from Government to the backbenches – and ultimately to a lucrative life outside frontline politics.
