The Ashton-under-Lyne MP argued regional inequalities have 'got worse' under the Conservatives, slamming them for having a a "lack of ambition and aspiration and power" behind their promises.
Asked why voters should now trust Labour to deliver, she pointed to the work of the party's mayors and praised London Mayor Sadiq Khan on projects to tackle child poverty. She said: "What would be transformative instead of them having to frustrate to try and get those powers and get the government to work with them, in a Labour government you're going to have a government that will work with them to make it happen.
She also defended plans for her New Deal for Working People, including banning zero hours contracts, after the Labour peer Peter Mandleson suggested they should be slowed down.
