Isn't it obvious? Almost no one registers negative tests...
People can ring 119 to record the results or log onto the website - many don't .
Hold on - the government were great at manipulating the numbers is that 600m boxes of 7, or 600 individual tests?
But you’re only obliged to report positive tests. Registering a negative result isn’t compulsory.
Isn’t the explanation simply that they are issued in boxes of 7, even if people only need to take one test?
Shouldn’t give them out as freely as they do then?
