Local police say the bomb's intended target was likely Afghan security forces who often use the road.
The area is controlled by the Taliban and security forces have been trying to bring the area back under the authority of the government, according to Khalil Asir, a spokesman for the provincial police.Provincial police chief Sayed Mehraj Sadat said Taliban insurgents who are particularly active in Darqad district are most likely to blame.
The Taliban launched a series of large-scale attacks in several districts in Takhar, including in the provincial capital Taluqan, in October.
