I would say limit it to lower primary. Up to primary 3. Primary 4 and above they should take pub transport already. It will take much of the traffic burden off by just limiting it to half of the school.
Secondary school kids can go themselves but I don't see anything wrong sending primary school kids. Also very often, parents are on the way to work so dropping off the kids is just that its on the way.
