Europe is looking to shore up its online defences as Moscow's war on Ukraine has raised fears that Russian hackers could target critical infrastructure.
It said the first centres could be operational by 2024 and would use artificial intelligence and advanced data analytics to track threats. But EU states have been sceptical about handing too much power to Brussels to tackle emerging threats in sensitive areas of their national infrastructure. The threat from Russia was demonstrated at the start of its invasion on Ukraine when the West says Moscow carried out a cyberattack against a US satellite network.
