The lady solon made her plea amid the poor performance of the Department of Agriculture last year as far as growth targets were concerned. The quarterly report published by Philippine Statistics Authority also revealed that the country’s agriculture sector grew only by 0.67 percent in the first quarter of 2019 compared to the 1.08 percent in the same quarter last year.

Garin has refiled the proposed Coconut Farmers and Industry Development Trust Fund Act , Malunggay Industry Development Act , and Philippine Native Animal Development Act in the current Congress.
