THE 'No vaccination, no ride' rule, which was issued by the Department of Transportation and enforced since last Tuesday, raises some issues on its practicability and even constitutionality.DoTr Order 2022-001 mandates that 'only fully vaccinated individuals are allowed public transportation to, from and within the National Capital Region.' This new rule which is intended to avert the spread of the Covid-19 virus was immediately opposed by organized workers.
Therefore, the government has the authority to enact laws or issue orders prescribing measures to prevent the spread of a virus that has been demonstrated to be debilitating, not only to individual persons but to the whole country and the economy as well.
