The House of Representatives has elected Maguindanao Rep. Esmael “Toto” Mangudadatu chairman of the House special committee on peace, reconciliation, and unity, as the chamber moved to fill up vacancies in the legislative panel.

Mangudadatu, a three-term governor of Maguindanao, said he will immediately call for hearings for the consideration of House Bill No. 5828 which sets Jan. 24 as National Peace Day. The bill was authored by Bukidnon Rep. Manuel F. Zubiri.

Mangudadatu will preside over committee hearings on measures that directly and principally relate to negotiations and other policies and program initiatives in pursuit of the peace process, national reconciliation, welfare of rebel returnees, and cessation of hostilities generated by internal armed conflicts.

Before Mangudadatu’s election to the committee, only two lawmakers have been elected to membership to the committee. They are Reps. Eufemia Cullamat and Ma. Victorial Umali , both members of the minority bloc. Mangudadatu said the 17 other vacancies to the committee are expected to be filled up soon to pave the way for panel deliberations of four pending legislative measures.

Among the bills referred to the committee are HB 4003 seeking to establish a transitional justice and reconciliation program for the Bangsamoro, creating for the urpose the National Transitional Justice and Reconciliation Commission for the Bangsamoro.Also pending before the House panel is House Resolution No.
